Outlook can be configured to use (or not) a clutter folder to try and hide mails that are not relevant to the user.
Log on to the O365 portal
Go to Mail
Click the settings icon [1]
Choose Mail -> Automatic Processing -> Clutter from the left hand menu [2]
Turn the feature on or off on the right [3]
